ITIL is a set of high level processes for managing IT from Strategy through delivery, to operations. It is more operationally focused and helps to streamline the management of services.
TOGAF is an enterprise architecture methodology and framework, and as such, it is more focused on the business, applications and technologies used.
Understand this: Both are not mutually exclusive. Their common goal is to integrate IT services with business processes. If you're looking for a more operations-oriented approach, go for ITIL.
