Expensed Engineering - or Non recurring engineering is a once off cost (May be multiple such costs.) that covers the initial research and development and project plan costs.

 

This cost is used in the original planning phase and based on the results of this the project will either go or not go. This cost is allocted irrespective of final project.

Expenses before to initiate a project is expensed engineering.
Example; Cost of feasibility report, Cost of process design and development, R& D cost, Cost of patent etc.
On the basis of feasibility we make decision for project either it should go or no go.
Project charter is a legal document after which project is initiated.
