A Company may not provide materials, manpower, and may be late on payments. As a Project Manager you are a capable person, but you may or may not be able to drive through a situation due to the lack of backing up by your company. Discuss with company owner a viable solution.

Always MAKE A RECORD of the situation that is at hand, the course of action taken and the end result. Also RECORD all factors of contribution to success or failure so as to avoid failures next time before they happen or at least take some precautionary measures.

For me being a Project Manager to such a project, I will proceed with a meeting with all my stakeholders to highlight the issue and make my best effort to resolve it, at the earliest possible.
