Contract Management is part of procurement function where to it is to ensure that terms and commitments agreed in the contract are adhered to. Contract Managers are also generally responsible for ensuring that projects are delivered on budget or delivered profitably. and sometimes looking after the economics of project and to manage claims and disputes against the contract.
There might be a hairline difference in practice however Contract management is more like looking at legal aspects and project management is managing a project, in which deliverable is the on the focus

contracts manager / or project directors are top positions on large trunkey projects as practiced in world's top constructoin companies like interserve, bechtel .The role is to cover legal frame and all contractual issue , vendor /subcon , claims are address to him , a PM is next level , on small or medium projects / subcontract projects he is to do contract management also.other wise after award his major job is time frame and schedule , begenning from design , engineering and procurement is his responsibilities again on large projects he is supported by construction managers of differant module or part of project who do on site execution .
