i didn't get the question right. it is not clear.

 but it seems to me that you're may be talking about risk mitigation where in the first part you're ACCEPTing the risk and do nothing. the second part is to AVIOD the risk and do something totaly deferent as a solution.

If we beleive that doing nothing is a cost effective solution at the current state, then this what we should start with. An alternative solution could then be presented with highlighting its advanatges and disadvantages compared to the proposed solution.

For the1st one, Is about buying time. Knowing that the problem will not get worse, time has a habit of throwing up more information, more opportunities and solutions.

 

For the2nd one, this is where action is require now,  the perfect solution must be the least risky solution. Best solution tends to be a trade-off between two unacceptable alternatives.
