Controller has to controll all the financial functions where as CFO has to administrate the finance department.
It totally depend upon the size of organization and need some time one post is enough but in large scale business duties are divided among financial controller and CFo where as CFO leads the department in administrative need and FC take control in day to day activities
Financial controller is involved mainly in raising and spending of finances,working capital management. Also at times , the financial accounting.CFO is overall incharge of Accounts and Finance department.CFO also in involved in Financial control, financial models. Forecasting financial results and buget monitoring and higher level reponsibilities.
It is same Financial controller (Accountant) and Chief financial controller (Head of the department).

A CFO is responsible about setting up fainancial policies and strategies aligned to organizational strategies. Fainaical controllers are responsible for the day to day implementation of the approved policies and managing the department's performance.
