Yes, urban development when implemented can alleviate poverty. 

Urban development creates opportunity for multiple sectors of real estates and urban management.

To alleviate poverty a consideration of macro and micro economics will be necessary to identify the sectors of opportunity and plan accordingly for physical, financial, and urban management. In certain cases micro credits, incubation etc. might be necessary to trigger poverty alleviation.
