  Must be formally tender and it is due to several reasons:1 - avoid the mistakes2 - to guarantee the right of all parties to the financial and technical and applied3 - to participate in the approval of the bidding company from several parties and there will be no responsibility on the department itself4 - to prevent theft and bribery

that makes the offer has to be sure they are going to deal with a company is going to give the product/service they want with the best price, etc.
But it is also the best way to give a project to a company asking for so many requirements only that company can accomplish.
They give a project to a company covered in an ambiance of legacy.
