I do not know about the whole region but I know that employers that can retain their employees do often also attract talent.
The key to doing so is to provide a platform at work where employees feel valued and where employees are enabled to contribute to business goals.
This is all about the environment, development and behaviors that employees experience at their work place (organizational culture).

I agree with Hana that that it is not the entire middle east; this is very big region and mot all countries in this region have the same strategies.
Best talent can be easily attract to regions like gulf as they provide equal employment opportunities among expatriates.
The candidates competency is the only dimension to get the job and this increase the competition among candidates and raise the standards of the employees in the region.
Retaining them is another issue, not all organizations have the vision and strategies to retain its talented employees, I believe still some time till they develop this, but I don't think it will be long; the region is developing very fast.

Dear Samar, while what Hana says is true, we also need to agree that we are way behind in employee retention tools and strategies.
Like you correctly said, very few organisations have the vision and i would say WILL to do it.
Let's hope soon it becomes a way of life to not just attract talent, but more importantly retain them and win their loyalty.
