Procurement is a much wider subject ( Macro concept ) which involves  Purchasing that is more of transactional   nature  ( P2P ) - Purchase to Pay . Whereas Procurement involves supplier selection , evaluation , Sourcing , Contract Management , Performance and Relationship management with the supplier community .

 

Buyer position would be a transactional step , moving ahead would be a Procurement Manager assigned with Tactical role and further ahead with a Head of Procurement assigned with a Strategic role to manage the entire Procurement process

Buying: Overall activates to acquire goods on Cash. (Immediate needs, bulk items, partial requirement etc.
