I think it depends from region to region
in my home country i would be chosen on
1)Experience
2) Education
3) Confidence
4) Motivation
5) Relations
6) Nationality
But i have seen in Middle East some times its now
1) Nationality
2) Expereience
3) Relationship
4) Education
5) Motivation
6) confidence
This is purely what i have understood (because mostly only arab speaking , UAE license, Arab locals, Western people have preference)
I may be wrong but i am expressing my view here
well I would put them in this order:
1) Motivation
2) Confidence
3) Experience
4) Education
5) Relations
6) Nationality
For me I can see like this:
1. Education 2. Confidence 3. Motivation 4. Relations 5. Experiences 6. Nationality
1. Education - The first criteria to filtering selection - Definitely from competencies needed.
2. Experience - This indicates exposure and level of skills a person might have developed.
3. Confidence - Persons ability to take challenges
4. Motiviation - What a person needs to exceed in what he does
5. Nationality - May influence selection as even a great person may fail in certain countries due to cultural difference, language barrier, etc (But not always!! depending on persons learning agility)
6. Relations: Must be last criteria, as first5 play major role in deciding right candidature. This can be a point for pulling more applications only
The following are the criteria in order for selection process:
1. Self confidence in presenting himself.
2. Highly / self motivated
3. Professional education (subject matter expert)
4. Professional Experience
5. Attitude towards society and colleagues.
Relations and nationality does not provide any merit or demerit for selection process

4,Confidence

I have added the1st point which is very importent
and I do not beleive the Nationalites and relations are to be considered in the selection process of a professional.
Nationality has to be on last position!
1) Expirience
2) Education
3) Hard work
4) Comfidence
5) Motivation
Also loyalty is very important personal characteristic! Unfortunately, It can be detected at job interviews/

This will be Depends on Profession
If we Select a Doctor :Confidence - Experience - Motivation-Education
But Engineer -Experiance -Motivation-Confidence-Education-
While selecting person Nationality and Relation are not important only if we expect positive result
From my point of view:
1) Education
2) Motivation
3) Experience
4) Confidence
The other aspects ( nationality and others) are irrelevants
