I believe there is not one best certification. It will always boil down to what career path you want to pursue. If you are into financial analysis and corporate finance, go for CMA or CIMA. If you want to pursue internal audit, go for CIA. Or if you want external audit, go for CPA. The list can go on.

I believe that all of them important because all of them have different duty , so CPA works more about external audit; CMA is working about how you will make the financial planing and what is the good decision to make form many decisions; CIA is about internal auditor, therefore when we need to work with CPA, it will be the best or  we need CIA to make the internal audit so it will be the best in that duty. To sum up, what we need is the best.

There are several differences between all 3 designations, but in general each of those 3 certificates cover different topics.  From a very general perspective you could say that the CPA is the better designation among the 3; however this greatly depends on your career, and future prospects.  For instance, for an internal auditor, the CIA is almost a must if he's looking to stay relevant in the field; however for someone not involved in internal audit, the CIA would simply be a waste of time. That's why the CPA is a better choice for someone without a clear focus, since it's well recognized, and covers a wide range of topics that could benefit the candidate in many specialties.
