A continuous process is not a project.
The development of a new rent or lettings policy is a project but the subsequent day to day operation of that policy is a continuous process that is usually managed by an individual or a department.

If you want to achieve a target which has scope, duration and cost then take it like a project.
Any other method does not stand a chance to help achieve your goal but taking a project approach will surely take you to your target if procedures are followed.

projects are exceptions.
They may involve investigating, compiling and arranging information outside the range of usual activities, while other work is usually defined within the range of a department's function.
Also, any project's goals and deadlines are defined within a certain scope, which can either be met or missed.

Project is a determined work to be achieved in a specific time limits with its merits and demerits. If the project is completed successfully well in time then you can enjoy its merits and if you are a loser then ultimately you have to suffer its demerits. While a routine works has no value of such a limitations for you..!

A project has predefined target that should be achieved but any other work depend on you, if you work hard will achieve positive results or vice versa.
