Why 4-20ma is used as signals in process control? why not 0-10 0r 0-20?

Thats logical because if its a0-10 or0-20ma signal  you cant tell if the (0 ma) is due to an open circuit or a cut wire or low signal ; so they used the4-20ma so to be able to diffrentiante between a low signal (4 ma) or an open circuit (0 ma).
