When is a competition unfair?

Where does cut throat competition ends and legitimate competition begins? Do you believe? Competition that creates few bankruptcies can play an useful function to weed out the incompetent but if a firm makes all its competitors bankrupt that would be a dangerous monopoly? Is collusion worse than competition? Competitors may get together fixing the price and splitting the market, which in case of an essential commodity market would hit the common man dearly. SHOULD THE GOVERNEMENT INTERVENE?
