I have been working Auto Cad for more than10 yrs as I see myself expert in it as for Photoshop I have been working it for more than7 yrs as I see myself very good in it .
It matters more the number of total working hours you have gathered by using the software and the tasks you have accomplished with it rather than when you started using them.
But I'd say you should be probably confident in considering yourself an expert. Of course, you may always take some Certifications test to measure your knowledge.
depends on how you use the software. I have seen people that after ten years still use the basics, so unable to give you an answer.
Through artwork.. a finish product of artwork can find something and detect something using some effects in every angle, background, effects and execution etc. a creative one or professional on this field detects what application used in a project photoshop and autocad. that2 has 3d but there some effects the photoshop have and the autocad haven't the difference the the of them is3D the Autocad has a high detail of3d but the photoshop not so.

The soft ware Both have different functions:
1. Autocad is used to design a more technical
2. Photoshop is used as a final appearance in a3D image that is ready to be used for the design pleriminary
In both the softwares how much tool shorcuts you know? then ,..how to modify the library items?
in AutoCAD do you know Lisp Programming.?....
in Photoshop how to working with layers...
and if you make the work done within less time,
then you will be an expert
