Management part is looking how to direct the organization to achieve goals they need to achieve, i.e. ZERO accident (if you go through OHSAS18001 process, it is the way to management safety)
Engineering part of safety is the way or the solution to make it ZERO i.e. to assess the risk you need to know how, to control the risk then you need to know how, to prevent excavation collapse, you need to know how, all how’s will be answered by engineering solutions, study OSHA will give you engineering part of safety and study NEBOSH will give you management part of safety

Safety engineering would view reducing hazards and risks right from the designing stage of a project. It involves the usage of engineering methods and technology to identify possible failures in design of a certain project. It would also be considered that safety engineering focuses on the structural integrity of a project.
Safety Management - Is limited to Offical side only, it is related with what are the Management scopes, goals & priorities in any on going project. Safety Management will decide what to do & when to do.
Safety Engineering - Will deal with the Punch line given by the Safety Management. They will decide how to do it with thier engineering calculation, site & Environmental condition. Safety Enginnering will be on the Field, they can over rule ( acceptt or decline ) the decission made by Safety Management.
In short Safety Management deals with Decission Making & Safety Engineering is the Part who plays the game on the site as they have more responsibilty.
