Project planning must be able to identify the bottlenecks in the project so that they can be managed well. CPM will help to identify the bottlenecks in the project - like which portion of the project takes longer lead time or which machine procurement has longer lead time, etc. This may help PM to keep track this bottleneck and ensure all the micro-activities in this area are handled on time.
In my opinion the ways of effectively managing bottlenecks include:
1)Process Analysis 2)Determine the capacity of each step in the process3)Process Improvement 4)Measuring process performance 6)Capacity utilization 7)Direct labor content

Just like with Raafat with minor difference on item#4 since Preventive can be a part of Risk Analysis so I've add Flexibility instead.

it very straight ..RISK .if you can take risk on your predictive experianced engineers/ managers you can do impossibles so proper budgetting and a safe contract only allow you to do so.
rest is general ya now a days higher weightage is given to mile stone dates and activities so such commercial attraction also work little compromise on quality but many things which can be repeated is acceptable but core engineering and design have no room to play or simply you keep on loosing quality and reliability of your work ,project and hence company
Deviding a task to small pieces and assign it to individuals to reduce the risks.
Add a deadline to small task pieces.
By using a project management system which they are trained to use. If they do that they will discover the issue at the planning phase and resolve it befor baselining the project. If thi happens during the project's execution, they can still use the system to resolve the issue (some systems allow for what-if analysis). Resolusion of such issues during execution usually results in imapcting the time an/or the cost of the project unless adequate risk mitigation considerations were built into the project plan.
First Identify the Constraints. Generally following three are considered as major:
1. Human Resource
2. Budget
3. Processes
1. For Human Resource avoid conflicts between team, Describe Job descriptions clearly. Promote team building go out with your team on any event to reduce differences and make the team a family.
2. For Budgets first of all carefully consider every aspect and forsee future contigencies.
And most of the times shortfalls in budgets are due to ineffective managemnt of resources. Try to reduce the wastage for everything even for minor things.
3. For Processes use software tools to track activities. Dependent activities need more attention to their input from another activity cause dealy in such activity will result in chain delay.
Use Software tools like MS Office Project and Primavera etc.
Gantt Charts will play important role in activity tracking.
Perform variance analysis regularly for Timelines, Costs and Quality.
