One of the Core Concept Of ITIL Process is "Business and I.T are Integrated". ITIL also provides a Guide Line for how to Accomplish and Achieve desired Goals of Technical Aspects with higher Accuracy and it also contributes towards making those Technical Aspects more Result oriented.

ITIL is a framework that defines best practice accepted all over the world for the governance of IT and service management. IT focused on the continual service measurement and improvement of the quality of IT services delivered from both a business and customer perspective. ITIL holds IT governance and service management processes which finally helps in delivering excelent services in IT implementation. Example of such implementation is video confereing services with VOIP capabilities.To implement video conferencing services, person should be technically competent and  If he knows ITIL processes as well then it will help in exceling  in IT service managment.

No it doesnot Muhammed , it is actually how a technical person is about to perform his job within a defined process, within a set of best practices as Ibrahim mentioned, though it is useful to have some technical background on service management which will help you imagine which problems can be solved with ITIL.

I got my ITILv3 Expert certificate in2011. It was about set of best practice for the service provider to manage the processes of the services lifecycle.

Yes, ITIL has5 set of core areas which help to tailor the companies’ Internal structure or Methodologies through which they are implementing Technical Aspects through IT services. ITIL principles are backbone for IT process with set of Best practices.

Yes it has some technical aspects but that depends on how technical you mean.  ITIL is not meant to be a low level technology framework, however it does give direct and indirect suggestions to use more detailed technical frameworks for specific areas.  Example the concept of CMDB/CMS is not defined at technical level in ITIL, but it is a technology based solution.  You can not have a CMDB/CMS in spreadsheets or paper/pen.  You must use very well defined technology solution to fulfill this process, also almost all other processes depend on a CMDB/CMS to reach maturity and full value.  In Defining services (Service Architecture or Service Design) ITIL refers to known technology architecture frameworks (TOGAF, Zachman, etc) which are well defined and highly technical.  Of course ITIL could not use that material directly in its books because they did not own copy right and would likely need to pay royalties if they included it in detail.  How ever, most mature organizations know that in order to implement specific technical aspects of ITIL, technology based tools and outside frameworks are critical to success and ITIL typically makes reference to them in their core or supplementary books.

No it does not. ITIL is simply a multi sets of guidlines on how to do safe and effecient IT business.

The question can be answered with a best analogy for easy understanding.

Technologies such as Windows, Exchange, Virtualization, Networking, Backup and storage, VOIP, Application Development etc., have their own boundaries and functionalists like the vital organs in our body such as respiratory system, circulatory system, digestive system, excretory system, reproductive system etc., 

Unless there is a Master instructor (brain) to command them through hormones, the organs would not provide a healthy organizational body. ITIL is like Master instructor like the brain that makes the technology to function in an organized way to deliver a healthy business.

Operation of the Brain is automated and already pre-programmed with instructions by its Creator (The God) but technology has to be manually programmed with instructions (Supervised) for its operation and utilization.

So, ITIL and Technology are like two sides of a coin and should remain integrated for better business.

No, it will not hold any technical aspects as such, it only gives best practices to manage IT Services. It is a generic framework that is not based on any specific operating system, technology or industry.(i.e ITIL is Non Proprietary) and it is a framework that is applicable in all types of organizations of any size (i.e Non Prescriptive)
