Define the Civil Works administration main job?

(Civil works)  is to administrate  (Scope , time ,  cost ) and Quality,,,,

 The first term appear in the time of economic recession when the USA Roosevelt by inviting the unemployed worker to involve in some infrastructure projects, the main objective was to create jobs and help society.
