Read a lot of different materials, think creatively and start writing in small ways.  Check the reactions and opinions of your immediate circle (friends, relatives and so on.....).   Then try something new, approach a book store or an editor of a magazine or paper with your write up to see his impression of your writing skills.  This will give you an idea where you stand and the level you need to improve.   Based on that, you can seek his opinion toimprove your skills further, as they are more in contact with the public.
