Dodge and burn tool in photoshop
I usually play with the layer effects and Adjustment layers. For the specific area I use Dodge tool.
There are multiple ways to do it but ususally I use masking a part of an image and adding a ligher color on top and setting the mode to lighten, then making that layer more transparent
