Thank you for posting a very relevant question in todays enviornment. I would say that although same project management concepts apply in IT project management, a technical background and domain knowledge can multiply project manager's effectiveness in managing the project when it comes to a project in IT industry.
More technical and domain knowledge will allow IT project manager to make more informed decisions, be aware of the risks and hence also manage the risks better. Familiarity with software development lifecycle (if the IT project is related to software development) is also a plus.
