It depends on one's ability to find the key metrics to monitor. However you need a technical lead(s) to resolve technical issues which arise. Since the roles are getting merged, management tries to merge a technical and project management role then it might be tough.

PMP certifications (and this applies to any other certification) attend to establish a benchmark of knowledge and practice standards for the person who's certified. Thus when you hire a certified PMP you chose a strategy that will ultimately mitigate the risks regarding project management. In practice this will result in a free pass for the professional since it’s recognized worldwide.

Projects are operationalized by people, that work over resources during a certain time window, thus mindsetting and alignement, towards the accomplishment of an objective is crucial. Normally issues arrise if people from all level of decision don't know what/won't to decide or perform, leading to dissipation of time that in end will have a cost of opportunity. If everyone knows what to do the ammount of time dissipated in briefings and reunions will be minimized.
