Since it's carving, then try "Aspire" , they have many modules and some costas low as100$ .
By the way, Aspire is an Artcam sibling but ArtCAM is more popular, I even once ran into a version in Arabic (pirated one unfortunately). Both tools target users on the scale of routers/ sign making / artistic works..etc. This means, there are many out there who know how to use them and this creates better opportunities/cooperation/ bigger clientel... etc . Another thing worth to mention, the creators of Aspire are the very same ones who created ArtCAM!

cad is the best 3d carving and easy use in civil
If you are into opensource i advise using Blender it's an opensource CAD software almost like3dMax but with the support of many programmers just like Linux. you can use it for game design (it has it's own game engine) sculpting,3d printing and many other things. and it's free :)
