Bad employees compensation and benefits which may lead to strikes , do you think its HR problem or General management problem?

Yes, it is the problem of senior management being the is responsible about them should be them their needs of the rights and rewards of to its employees.

Compensation and Benefits fall under the purview of the HR Function. Hr conducts all activities pertaining to Comp & Benefits.

 

The Comp & Ben Policies are prepared by the Hr team however these policies are approved for implementation by the Management Team.

 

Hence bad Comp & Benefit decisions that lead to strikes are the Management Teams responsibility.

I see that general management is accountable for the compensation and benefit plans for the staff. Yes, they might be prepared by HR but they are approoved by general management.

the impact will be on general management in terms of turnover..it's the HR departments duty to convince the top management to take necessary actions before things go out of control.

In my opinion its the responsibility of both the Top management and HR. Naturally the decision amking would rest with the senior management, but its the HR who would be gathering feed back in terms of employees expectations, contemporary trends, and a host of other similar indicators to feel the pulse of the situation. In the reverse direction again its the HR's job to form a general opinion in the employees ie to say to regulate the employees expectations , to keeep them within the managements' decided level of perks and previllages. In short I see the HR's role more pivotal in this matter.

I think this problem is a result of three things :

1- companies fail in reach its target of revenu so it didn't gain the amount of money which it plans to give a part of it as benefits to employees

2- Managing problems and wrong Execution of the rules of the company

3- Employees Ambition
