As per my experience Ms Access is out dated small database and no security as per compression MS SQL is most power full huge database and more secure, now a days every Ms Software is supported to MS SQL.
if you have small or big organization you can connected with LAN, WAN or MAN and it's not possible to other Microsoft database and which person handle the MS SQL that per called MS SQL server database Administrator you can find where is MS SQL server.

Dana,  If you are looking for SSMS (SQL Server Management Studio) where you can write SQL queries, Frist, you have to install SQL Server on your computer.
then open SSMS and you will get the window to write your queries.
