One of the major areas training tackles is change of behavior,

-Those who resist training are afraid of change and they see that work should be done the used to do it and there should be no change to that.

- Some times training is resisted besause the resistents feel insecure and are afraid of the development oportunities training poses on other staff.

- Training may add power to young and more educated staff in the company future. This poses a threat to the future promotions of those who cannot cope with development.

People resist in-service training because of not knowing the importance and impact of training in someone’s career. The introvert and shy people do not want/like any change in their attitude and mind setup. Thereby, they resist involving themselves in any training activities.

I believe managers ignore the development of  a consensus on the value of the training with the employees, they need to check the way they understand the concept of training as a development not as a threat of being reassigned ...., find what ever reason they misunderstand the motive and fix it.The actual training is just the result.....
