These two specialties are on a different side of the fence. They need to integrate and work together but solutions come in front of management as solutions are being sold and only after that if sold successfully being managed.
Both these are two ends of the rope. IT Management is more on governance and IT Solution is more of problem solver, one seeking the solution of problem in different ways which ever is faster
Probably if you are doing IT Solutions is nothing but the part of IT Management but to be taking the side on one hand I would prefer to quote that " Managing the Solution or Solution to Manage" IT is nothing but creating the value for your services its also reflect the point of " Perception or Perceive"
A solution requires something to be solved. Management requires something to be controlled or managed. Therefore, neither can exist without a need or requirement for them first.
With is better depends on your point of view because the strength of a solution depends on the how well the solution address the requirement. The ability to manage well it depends on how complex the solution is and how clearly the processes to manage it are defined.
A question answer, who will manage the solution?
