3-Incentives, rewards, and recognition should be immediate, and should never be delayed.
4-The employees should receive clear instructions, and should believe in what they do.
Of course, after making all the above available, and the employee still underperforms, he should be penalized. A penal system should be in place, but after all possitive reinforcement efforts have been exhausted.
