This term can be in regards to Project Management. Any project is a set of activities that occur according to a schedule and they produce a various output. Some projects stand alone with no relations and connections to any work flow going on in an organization. However, some projects are a part of a larger efforts, like phases, processes, programs and portfolios. So in this case the "Big Picture" this will be the process of interaction between those different parts.

big picture refers to integrated impact of an action on overall project/organization. Usually it refers to think beyond obvious limitations. In simple words, it refers to think about the whole universe rather than focusingg on an atom. looking at whole picture rather than constituting at a single component

It means to envision the vision and future goals of an organisation. It generally reflects the brighter side of an organisation, where its heading, what is the target and its goals in the coming years spanning from10 to20 years of its operations.
