A good manager is supposed be able to strike a balance between the two – task and people.
Task oriented
A combination of both. However the situation will dictate which inclination to suit the situation. In some situation, the manager must be task oriented.
An extreme example - the General when ordering the soldiers to attack or defend. In this situation, the General must be able to make hard decisions even at the expense of human (soldiers') life to achieve its objective.
Another extreme example - the Manager must find alternative solution when the key personnel assigned to do the job could not carry on because he / she received some (personal) bad news and have to take emergency leave.
