Oracle has always been the ERP of choice for most of the organizations in the US and North America, while the same holds good for SAP in the Europe.
Most of the (leading or GCC) Arab nations are strong allies of the US with many of the US business organizations are operating here with ease.
This I think has prompted many Arab companies to follow suit and implement Oracle.
Starting with Oracle DB and then into Oracle Apps (or EBS as it is called) the applications have evolved over the years and with the acquisition of various other applications like Siebel, Peoplesoft, JDE, GLOG, Agile - Oracle has undeniably become the superhero in the applications space.
So it is obvious that best businesses in the world opt for best in class applications like the ones Oracle offers.
This has made Oracle more important in almost all industries and verticals.
The same logic holds on the importance of Oracle in Arab nations.
The latest technologies offered by Oracle helps all industries in the middle east to serve customers with utmost perfection thereby making it the application of choice, also coupled with best in class customer service (MOS) some of the largest implementations of Oracle in the world are from the Arab nations (Emirates, Qatar Air, Etihad, HMC, KNPC, Alshaya to name a few)

dear The company of ORACLE has customer service centers in more than145 countries.
if the oracle is only in the Arab countries they will not be need all these CSC around the world..
its depends on the company if it want its database to be secure and very fast then it will contain a huge amount of data..
then they will use oracle even if it wasnt an arab country

see my friend oracle it's not used in arab countries only, you can find it in all countries ..
because it has a complete solutions for any thing , in database it's very strong and huge and you can use it in any operating system with same structure and commands ok in other side you find oracle strong in applications where the Oracle ERP called (Oracle EBS ) is world wide popular and the rank of it's #2 so oracle has many solutions for any bussiness and now have special cloud technology this is small reasons why oracle is important for arab and other countries

Oracle Database is not only important in Arab countries but around the world because Oracle database is more stable and secure and also Oracle itself provides support to its users.
Reason why it is important for Arabian countries is that since arabian countries are more business oriented Databases will be used in business applications and financial transactions; to keep track of business growth, customer, inventory, employee and accounting information.
