Effective HR departments are the companies experts regarding the company's staff needs, want, performance, & ambitions. They are the departments responsible for creer progression planiing and succession planning. Accordingly, I see that they are the experts when it comes to change management which is mainly managing people reaction to changes based on thier perceived impact of these changes on thier professional and personal future.

As far as company's customers, I dont think that HR plays a role in teh change management related to customers. I suggest the departments like marketing, sales, customer services, customer relationship manageent, & fainance are in a better position to be involved in this issue.
