Well....As I said before it was a tricky question coz its possible to install the exchange2003 on windows server2008 and i have done it before on several servers but you need to change some data from the windows component and you can find all this if you just Google it carefully .....And that is not mean you gonna find it very easy to setup or find the way coz on the first time I lose around8 hours searching the internet to find a way to break this role until i found it ....

No You Can Not , Microsoft Does not support it , and you can not install Exchange2003 on Windows200864 bit.

As per one of the article I've read earlier, I think it is possible, but not sure on the success rate, as most of the people seems to have failed at some or the other level.
The steps involved should be - Install a new server, join it to the domain and promote it to a domain controller. Move all of the functional roles to the new server and then demote the Windows2003 server to a member server. Next, upgrade the functional level of the domain to2008 R2.
For some techies, the above set of steps worked normally for all their users, but they faced problems while creating new users with mailbox, which was never getting synced !! But worth a try, if you don't want to change-over the Exchange just because you've changed your DC. All the Best
Exchange2003 cannot be installed on Windows Server2008, but will be supported with Windows Server2008 domain controllers. Hope this clear. if could be possibly, strongly not to suggest on a real environment. as they are quite lot changes to be done which affect when you real time upgrades or migrating.
