As per my experience “YES”, if the interviewer is smart and professional he can easily do full X-ray of the applicant and can easily workout his abilities. Sometime the first five minutes are more than enough to judge the applicant and reach on the result either applicant have the tendency and eligibility for the vacancy or not..

i believe the true personal and professional qualities can only be truely and effectively measured when working under stress and tight deadlines.

Personality traits are mainly judge by behaviour patterns. Within one hour its difficult to understand an individual completely but recruiters can have an idea about brief overview of an individual personality.

Unless the interview is a qualified, certified psychologist- assessing a person's qualities within an hour is an unlikely task for an employer. During an interview, potential candidates tend to be tense, formal, and attempting to showcase a perfect first impression. You can get a good indication of what their personaliy is like (introverted vs. extroverted; judgmental vs. perceiving) but some traits would require a longer interaction. The best indicator for their qualities are specialized job assessments and observation of their behavior during training.

i think yes. but it all depends on the questions asked at the interview. they should be precise and sharp. meaning that they require the truth from  you... then through body language you could perhaps differentiate their true behaviour. because some people tend to find it hard to lie for certain questions which you cant always  nod your head.
