I hope I answer your question as I dont see100% what you want to know. Before you design any policy, you first need to connect the process in HR in your company together. Such an HR roadmap, makes it easy to see how the different HR items, such as recruiting, assessment, selection, reward, induction, performance appraisal, development etc. are related. Once you have this mapped out, you can see where the compay has its biggest need. Often you start with performance management, as this is a system that steers the entire L&D part of the processes, as well as reward, exectutive development, talent assessment etc. As you see how all processes link together, you can relate decisions you make in an area that is not giverned by a policy yet. You can make your own ' decision lists' on how you decided in what case, and can use your own experiences so that later, when you design the policy, based on the processes, the new policy largely underlines the decisions you already too.   I hope this is usefull to you, if not or you want to know more on teh HR roadmap, send me another question Happy to help where I can.

Respected Adel, a very good question,  if you are going to make an HR policy for the organization you can first make a draft and share it with all the stake holders specially with the upper management and then make it a part of Organizational policies or part of the employees hand book.

In addition to what has been mentioned by colleagues we have to put the followings into our consideration :

- The company culture

- Ground all in the big picture

- Simple communication

- Transparency

- Training

- Follow-up and feedback

- Tie successful implementation to compensation.
