A PR person should be a people person who enjoys interacting with the crowd.
He/she should have strong writing skills and good speaking skills.
Knowledge of more than one language is also a plus.

Communication skills are one of the most vital if NOT thee most for any PR Practitioner.
It is because, you need to be a very good communicator to consider a job or practice PR.
You will not only need to be a confident speaker, but an excellent listener too.
This doesn't necessarily mean you will have studied for an English or foreign language degree, you could be a scientist or technologist who has a great knack for explaining complex concepts and bringing complex situations to simple forms.
A PR professional has to be sensitive to subtle nuances in language and culture because the job will involve communicating with a range of people across different mediums (social media, in person, on the telephone and in writing) across different territories.
You will need to be able to appreciate other people's priorities and pressures.
In any language you speak to practice PR - be audible when you speak, listen before concluding statements or information.
