As per my experience most of them rely upon non-residential candidate and prefer to hire them in view of the work efficiency accuracy and achieve the goal.
It depends on the type of work. Usually they prefer staff with better experience whether they are resident or non resident since the most importatnt thing is the benefit of work on the other hand govermental work relays on resident citizens from the point of view that they have the right as it is their country and unfortunately a non specialized one will take the opportunity of a specialized non resident for just being a citizen.
I think well known companies do look for their benifit no matter the gender, nationality .... etc of the staff member.
ACTUALLY DEPENDS IF THE LYING POSITION ARE MATCHED WITH THE CADINDATE EDUCATION ,EXPERIENCE , KNOWLEDGE , AUTHORITUY WHO RESIDENT OR NOT ESIEDEND FOREIGNER IN MY VIEWS THE RIGHT PEROSN THE RIGHT SEAT AS WELL

As someone who resides in the UK and is investigating working within the Gulf States, I am finding that Employers mostly post requests for those with existing residential status (on the proviso, they have the necessary qualification, knowledge and experience).
Yes the prefer non resident employees due to low labor cost and their ability to work hard. Of course they also need to hire resident employees also to some percentage but their cost are higher as compared to non resident employees.
All employers rely on effecctive candidates who assist them in achieving their goals in time and within budget. Not only in GCC, but everywhere, national candidates meeting the previous criteria will have priority and I see that is for the good of all. In a lot of countries around the globe, this in enforced by work laws.
What I mean by resident candidates are expats that hasn't any of cult countries nationalities
I.e Indian or Egyptian or Filipino or Moroccan but he is either in a visit to Gcc or has a residence there as he works

I would love to relocate to the UAE and find out by working there
