How do companies come up with creative product visionaries?

Each one is largely useless, management alone is useless. But if they are united together and be as one from lower level up to managerial level in a right way and aiming for a good result then they can collectively came up to good and successful outcome. Likewise individual ideas on their own are largely useless, but you can use then to build a creative vision and starts to have a value.
