Hi All, == Quality System it is an incorporation of the Quality Management Plans (QMP) and Quality Assurance Project Plans (QAPPs).
Quality system improvement is intended to be an on-going process.
Project Managements (PMs) as well as corporate staff working on projects may periodically note changes that can either prevent situations that would result in poor quality data, or improve the standard operating procedures, administrative processes, and quality assurance system (QA).
== Recommendations for changes in quality systems that impact the QMP or related quality assurance/quality control systems shall be made to the QA Manager.
The QA Manager shall take such recommendations under advisement in the annual assessment of the QMP and in other quality system activities.
== Quality Management Plan (QMP) provides an overall system for implementing quality assurance policies.
A QAPP is to be prepared for each applicable project by the designated Project Managers (PM), that and reviewed by the QA Manager and/or QA Team.
QAPPs shall include a detailed description of the methodologies to be used in the project, as well as schedules that provide specific project milestones requiring QA review.
== Quality System concerns with data dealing processes of management, exchange documentation, Natural Heritage Program documentation and Data validation, as well as Training programs, QMP and QAPPs.
=1= Data Management processes, which include procedures for how data is collected, mapped, and managed in member programs, as well as how ranking criteria are developed and conservation status assigned by staff scientists.
Most methods documentation should be embedded in data management software.
=2= Data Exchange Documentation, which provides stringent rules and detailed guidelines for evaluating data received from member programs, and reconciling differences and any other data issues before the data are accepted and added to the Central Databases.
=3= Natural Heritage Program documentation, which sets one of standard policies for work performed within the programs, including specific quality assurance and quality control procedures for species and ecological community data management.
=4= Data Verification and Validation are specific for each project, and provide the means of ensuring that data assessment, evaluation, and analyses will enable scientifically valid interpretations of data.
=5= Training programs are held regularly and are available to the member program staff in order to familiarize them with fundamental concepts and processes, including methodology, data models, and software applications used in collecting, managing, mapping, and assigning ranks to species and ecological community data, and the QA policies and procedures associated with these tasks.

According to ISO9000: quality: degree to which a set of inherent characteristics fulfils requirements.
there is2 important terms here: characteristic: distinguishing feature (qualitative or quantitative, physical, sensory, behaviora, functional ...etc) requirement: need or expectation that is stated, generally implied or obligatory.
(requiremnt could be gained from customer, regulatory body or organisation policy) the Quality Management System: management system to direct and control an organization with regard to quality.
management system is defined as : system to establish policy and objectives and to achieve those objectives.
while system is defined as : set of interrelated or interacting elements

It is the satisfaction stage as per the designation or interest of the required level. Quality it is not an aggrement ;it is must and also quality can't give price.
