In my opinion, irrespective of the location, strategic planning always work in a healthy professional environment.
Strategic planning's success is depend on the organization and their execution and not on the location.

it depends on which country of the GCC you are and i belive that every country and every organization is special case and many factors may affect the strategic planning process.
even though GCC countries have more certainty than other countries still i don't believe we can generalize .

we shouldn't generalize it depends on the field for strategic planning to work well we need an honest situational analysis total transparency, evaluation every 2 years and amending the plans accordingly, money well spent and monitored acquiring the best in the field and spend to gain if needed
