Do contact the HR/Employee relation department to discuss the issue and do take into confidence to your supervisor/manager. One must be careful while dealing such incident and try not to drag them if such behavior is on regular basis.

The official way is to implement the related HR policies and procedures and if not present, implement the local work law.

If such a problem is coomon, I suggest that management identify the root causes for the problem and device training programs for the staff to eliminate the problem.

In past experiences i have spoke to the indivuals them selfs before filing a complaint  some times it worked out ok,and the times it did not then i would file a comlaint,some people think what they say or do is harmless and are not aware until you say something,I always give people a chance but if they keep on then leaves you no chioce but to report it
