In past experiences i have spoke to the indivuals them selfs before filing a complaint some times it worked out ok,and the times it did not then i would file a comlaint,some people think what they say or do is harmless and are not aware until you say something,I always give people a chance but if they keep on then leaves you no chioce but to report it
Rules and regulations are set up for such cases and handle it so easily to avoid it in the future.
