Why is the uplink frequency lower than the downlink frequency in CDMA?

WHY IS THE UPLINK FREQUENCY LOWER THAN THE DOWNLINK FREQUENCY IN CDMA? IS THERE ANY OTHER REASON EXCEPT THE POWER TRANSMITTING CAPABILITIES OF MOBILE SET AND THE BASE STATION?

Because higher frequency increases antenna efficiency which allows using small volume antennas in basestations.
