I think he was corect. Even in ancient time we had mangers. Creators of great buildings, raods or even sea voyages that discovered the world were great managers. Yes apart from the above qualities they were alo RISK Takers. Even today a person to be a manager has totake calculated risks in his decisions to succed. A person who is indecisive cannot be a manager though he may be knowledgable. A manager is a person who can take a decision when provided with all the information. He may not be correct all the time but has to be correct most of the time. That is the reason he is paid the highest salary .
