Maybe your "kernel32.dll" is either corrupted or not updated. What program are you trying to run which displays this error? You could try that program on different computer and if it runs without error then try to find the "kernel32.dll" on that computer then copy it to to the computer which has that error. Hope this will solve your problem.
In my opinion. I may use the DLL Fixer tool. DLL Fixer tool will download automatically to your registry and fix those problems you had.
