Facility engineer is a jack of all trades, he needs to possess knowledge in every aspect of the FM industry. FE needs to have a deep understanding of maintenance strategies and implications of each strategy. Additionally FM services are mostly outsourced based on a set of KPIs, CPIs and SLAs. As the FE he/she must have a good knowledge on each of these indicators and how to prioritize work. Especially, I would say communications and people's management skills are essential. Knowledge of Industry norms and international FM standards will also come in handy when it comes to the FE scope of work.
