Budget Estimates and Cost Planning are connected. The later depends on the first. A budget estimate is an approximation of the cost of the activity or a project, program, or a job prepared for budgeting and planning purposes. It is not accurate enough to serve as a basis for firm commitment. It represents the budget maker's understanding of the scope of expenses and what needs to be done. Cost Planning will tell how much is the cost of a certain project, activity, program, or a job and when the expected expenses will occur. Therefore; Cost Planning will be based on the Budget Estimates.
Cost planning is a procedure from the concept to the practical completion on the construction site, containing several staged estimates. For example, Brief stage (indicative) cost estimate; outline proposal (preliminary) cost estimate; Sketch design cost estimate; tender (construction drawings) cost estimate etc. All estimates are developed step by step whilst the design moves forward.
