Could you agree to be a member in your organization to implement a Strategic Plan without owning a short term plan (Education Sector)

Of course not, as per your question we are talking about educational sector,if we didn't have clear short term plan, we can't implement a strategic plan,even if we accept to do so, our plan will not be effective with efficiency.

SAHL HIJAZI I read your answer to my question and I would like to have the floor to make a short comment if you don't mind.
Most of the education organization doesn't bother it self to have a strategic plan, if afraid to say that may be they just heard the phrase without understanding and having an expert to do it.
so, and according to that, I recommend any one in any organization which are seeking for a strategic plan (either a tailor or a model and forward it) to join the committee as a member perhaps may be the organization will select few members to attend a short competensive course in a strategic management which will add a lot to you in the future.

I also recommend to focus also after that on the Project Management as well
