Why is it that only "Agency experience" is considered to be THE experience for Graphic design jobs?

In my quest to work as a graphic designer over the past4-5 years, I have found "Agency experience" as the main obstacle among the "Criteria" of "Eligibility" - what difference can "Agency" make to a designer who has talent?

Graphic designing needs talent but as any other field of work it needs experience also which can only found by working with agencies since you will learn more about rules, regulations, what should be done and what shouldn't be done, how to make deal with a customer and how to satisfy thier requirements.

 

Customers who need a graphic designer will not ask a sole person but will go to an experienced company which have several designers which means they have more experience.

Well because of exposure in different works and assignment, creative skills and ability to conceptualize a design that's how important the experience
